Convention des nations-unies sur la lutte contre la désertification (cnulcd) etat des lieux et perspectives pour l’afrique de l’ouest
Entrée en vigueur en 1996, la CNULCD est conçue pour « mettre en place un partenariat mondial visant à enrayer et à prévenir la désertification et la dégradation des terres et à atténuer les effets de la sècheresse dans les zones touchées, afin de concourir à la réduction de la pauvreté et au respect durable de l’environnement ». Rassemblant à la fois des pays « touchés » en tout ou partie par la désertification et la dégradation des terres, et des pays développés censés apporter un appui aux pays touchés, la CNULCD a peiné depuis sa création à rassembler la volonté politique et les financements nécessaires à sa mise en œuvre. Mais, près de 20 ans après son entrée en vigueur, la CNULCD se relance avec l’adoption de la Stratégie décennale (2008-2018) de lutte contre la dégradation des terres et la désertification. Cette orientation récente est une nécessité en Afrique de l’Ouest, où le secteur agricole, qui représente 35& du PIB et occupe une très large partie de la population active, est handicapé par la dégradation des sols et la désertification, phénomènes exacerbés par des changements climatiques déjà très perceptibles et une forte pression démographique. Les enjeux-clefs de la CNULCD pour l’Afrique, notamment l’Afrique de l’Ouest, sont clairs : Introduction La dégradation des terres et la désertification constituent des contraintes majeures au développement économique et social. Conscients de cela, les dirigeants africains, latinoaméricains et méditerranéens ont créé la Convention des Nations-Unies sur la lutte contre la désertification (CNULCD, UNCDD en anglais). Il faut augmenter très fortement les financements pour la Gestion durable des terres (GDT), afin de changer d’échelle : au moins deux milliards d’US$ seraient nécessaires pour gérer durablement les terres des 17 pays CILSS/CEDEAO. Ceci implique notamment le financement des Cadres stratégiques d’investissement nationaux (CSIN) pour la GDT ; Il faut opérationnaliser le Mécanisme mondial et, comme le souligne la Stratégie décennale, « identifier des sources et des mécanismes de financements novateurs, notamment auprès du secteur privé » ; Il faut explorer la mise en place d’un mécanisme de « zero land net degradation », visant à compenser les terres dégradées par la quantité de terres restaurées et arriver à l’équilibre. Ce mécanisme permettra de restaurer les terres dégradées et assurer des bénéfices en termes de lutte contre la dégradation et la désertification, de protection de la biodiversité, d’atténuation/adaptation aux changements climatiques et de sécurité alimentaire ; Il faut opérationnaliser l’organe subsidiaire qu’est l’interface politique/science (ISP) récemment créé.
Prévision saisonnière des caractéristiques agro-hydro-climatiques de la saison des pluies 2017 pour les pays sahélo-soudaniens de l'éspace CILSS/CEDEAO
Une saison des pluies globalement normale à excédentaire tant sur le plan des cumuls pluviométriques que sur celui des écoulements moyens dans les principaux bassins fluviaux est attendue en 2017 sur une majeure partie de la zone soudano-sahélienne des pays de l’espace CILSS/CEDEAO. Son démarrage serait globalement précoce à normal, mais suivi de probables séquences sèches importantes. Quant à la fin de saison des pluies, elle serait tardive à normale au Centre et à l’Est du Sahel, mais normale à précoce sur l’Ouest du Sahel.
