Ce document constitue le rapport principal de l’étude des impacts sociaux, économiques et environnementaux, des principaux facteurs de changement et des perspectives à long terme des systèmes d’élevages mobiles en Afrique de l’Ouest. Réalisé entre juin 2020 et janvier 2021, celle-ci entre dans le cadre de la mise en oeuvre du Projet Élevage et Pastoralisme Intégrés et Sécurisés en Afrique de l’Ouest (PEPISAO). Cette initiative régionale est financée par l’Agence Française de Développement et mise en oeuvre par la Communauté Économique des États de l’Afrique de l’Ouest.
La Communauté économique des Etats d’Afrique de l’Ouest (CEDEAO) est pionnière dans l’établissement d’une réglementation de l’exercice de la transhumance transfrontalière, système de production animale quelque peu controversé en lien avec ses impacts économiques, sociaux et environnementaux, et les conflits d’accès aux ressources naturelles qui lui sont parfois associés.
ii) Depuis 1998, la CEDEAO expérimente un ensemble d’instruments juridiques et techniques pour encadrer l’exercice de cette activité créditée d’une multifonctionnalité, qui en fait un puissant moyen de renforcement de la résilience des populations en général, des ménages des éleveurs et pasteurs en particulier, d’une part, et de promotion de l’intégration sociale et régionale en Afrique de l’Ouest, d’autre part.
